District Council Vehari invites bids from engineering firms and contractors for the execution of the following schemes. The tenders are to be submitted on item rates in accordance with the Punjab PPRA E-Tendering System, following the updated and amended PPRA Rules.

Eligibility Criteria & Instructions

1. Eligibility: Only those contractors/firms registered with the Pakistan Engineering Council (PEC) under relevant category/codes valid for the fiscal year 2024-25 are eligible to participate via e-tendering through the Punjab PPRA website (EPADS).

2. Registration: All interested contractors must be registered on the Punjab PPRA website. Guidelines and information regarding the registration process can be found PPRA.

3. Earnest Money: An earnest money amounting to 5% of the estimated cost must be uploaded in the form of a CDR (Call Deposit Receipt) in favor of the Chief Officer, District Council Vehari. This must be uploaded along with the tender submission on the PPRA portal up to one hour before the tender opening time. The original CDR must be submitted to the Tender Opening Committee on the same day, one hour before the opening, otherwise, the bid will be considered disqualified.

4. Bid Opening: Bids will be opened on April 30, 2025, at 3:00 PM. Contractors are encouraged to attend the opening at the specified time where bids will be retrieved and rates announced in front of the Tender Opening Committee and present contractors.

5. Fake Submissions: Submission of any fake documents or information—particularly related to CDRs—will result in disqualification, blacklisting, and reporting to PPRA and PEC for further action.

6. Financial Bid Requirements: Contractors must quote specific rates for each DNIT/BOQ item rather than percentages. They must also fully complete rate analysis, summary, and sub-summary pages. Incomplete submissions will be considered Non-Responsive and excluded from the evaluation process, in line with PPRA Circular No. L&M(PPRA)10-1/2011/008595 dated 11th October 2024.

7. Right to Reject: The procuring agency reserves the right to reject any or all bids prior to acceptance, in accordance with PPRA Rule-35.
