THQ Hospital Chunian invites tenders for Miscellaneous Civil Work at the Cardiac Block of THQ Hospital Chunian, through the PPRA E-Tendering system in accordance with the Punjab Procurement Rules (PPR) 2014 (amended up to date). The procurement is open to all eligible engineering firms/contractors who fulfill the following terms and conditions:

Terms and Conditions:

1. Registration:

   • All interested contractors/firms must be registered on the EPADS Portal

   • Information regarding registration can be found on the PPRA website (ppra.punjab.gov.pk/e-procurement).

   • The bid must be submitted through EPADS as per the date and time mentioned below.

2. Earnest Money:

   • The contractors/firms must upload earnest money in the form of CDR/Bank Draft/Cashier's Cheque from any scheduled bank in Pakistan, in favor of the Medical Superintendent, THQ Hospital Chunian, on the EPADS Portal.

   • The original CDR must be submitted to the Tender Opening Committee on or before the closing time of the tender. If not received, the online bids will not be entertained.

3. Pre-Bid Meeting:

   • A pre-bid meeting will be held on 07.04.2025 at 11:00 AM at the Medical Superintendent's Office, THQ Hospital Chunian.

4. Tender Submission:

   • Last date for submission of bids: 15.04.2025 till 10:00 AM.

   • Opening of Bids: 15.04.2025 at 11:30 AM.

   • The bids will be opened on the EPADS Portal in the presence of the bidders who choose to be present.

5. Fake Information/Documents:

   • Submitting fake documents (such as CDR, receipt, certificate, or registration) will result in disqualification from the current tendering process and blacklisting from future tenders. A recommendation will be made to PPRA and PEC for appropriate action.

6. Manual/Conditional/Telegraphic Bids:

   • Manual, conditional, and telegraphic tenders or tenders sent by post will not be entertained.

7. Single Stage One Envelope Method:

   • Bidding will be conducted according to the "Single Stage One Envelope Method" as prescribed under PPR-2014.

8. Bid Integrity:

   • No cutting/amendment in the bid will be allowed. Conditional bids and those without earnest money will be considered non-responsive.

9. Tax Responsibility:

   • Contractors are responsible for the payment of all applicable taxes under the rules prescribed by the Government of Punjab.

10. Incomplete Bids:

    • Incomplete bids (e.g., blank DNIT/BOQs, blank rate analysis, etc.) will be declared non-responsive.

11. Rejection of Bids:

    • The procuring agency may reject all bids at any time before the acceptance of a bid or proposal, as per PPRA Rule-35.

12. Performance Guarantee:

    • The successful contractor must submit a performance guarantee as per Clause-56 of PPRA Rules.

13. Quoting Rates:

    • Bidders must quote their rates against each entry/item in the DNIT/BOQs (not in percentages) as per PPRA guidelines. If percentage rates are quoted, the bid will be declared non-responsive.
