The Senior Civil Judge (Civil Division) Bahawalpur is inviting sealed tenders/bids from registered firms/companies that are registered with Sales Tax and Income Tax authorities, for the procurement of uniforms and liveries for Process Servers and Bailiffs working in the Civil Courts of District Bahawalpur for the Financial Year 2024-2025.

• Total Estimated Budget: Rs. 1,276,000/-

• Bid Security: 5% of the estimated cost, i.e., Rs. 63,800/-

Procedure:

1. E-Procurement System: All bids will be submitted via the E-Procurement System (E-Pads) using the single-stage, two-envelope procedure outlined in the PPRA rules, 2014. Both the technical proposal (with required documents and samples) and the financial proposal should be submitted separately.

2. Documents to Attach:

   • Bid Security: CDR/Demand Draft for 5% of the total estimated cost.

   • Registration Certificates for manufacturers, importers, exporters, distributors, retailers, or wholesalers.

   • Taxpayer Documents: Proof of active taxpayer status, along with the latest filed tax return.

   • Bank Statements: Last two years’ bank statements for the bidder.

3. Deadline for Queries: Any questions related to the tender document must be submitted online by 20th April 2025, 1:30 PM.

4. Samples and Security Submission: The bidder must submit their sample uniforms and CDR/Demand Draft in original at the venue at least 30 minutes before the bid opening time. Failure to do so will result in disqualification.

5. Tax Deductions: Income Tax and Sales Tax will be deducted at source as per government rules and policies.

6. Warranty & Replacement: In case of any defect or fault in the delivered uniforms, the supplier will be responsible for replacing or rectifying the issue at their own cost.

7. Delivery Time: The successful bidder must deliver the uniforms within 15 days from the date of the supply order.

Additional Terms:

• The successful bidder will be required to deposit 10% of the total value of the purchase order as performance security (refundable) and 0.25% as stamp duty under the Stamp Act of 1899.

• E-Bid Validity: Bids will be valid until 30th June 2025.

• Non-Acceptance of Physical Bids: Bids submitted physically or by courier will not be accepted.

The authority reserves the right to reject any or all bids according to the prevailing rules and regulations.
