Punjab Highways Department invites tenders from Engineering Firms/Contractors for the construction of various roads in the Gujranwala district. The tendering process will be conducted via the PPRA E-Tendering System. Interested contractors/firms who meet the qualifications are invited to participate in the bidding process under the following terms and conditions:

Terms and Conditions:

1. Eligibility:
   Contractors/firms must be registered with the Pakistan Engineering Council (PEC) and have a valid PEC license for the financial year 2024-25 in the relevant category codes.

2. PPRA Registration:
   Contractors/firms must be registered on the Punjab PPRA website. Registration details can be obtained from the PPRA website.

3. Earnest Money:
   Contractors/firms are required to upload earnest money in the form of CDR/Pay Order in favor of the Executive Engineer, Road Construction Division, Gujranwala, at 5% of the estimated cost/DNIT cost. Bids must be uploaded on the website 1.5 hours before the opening time.

   • Original CDR/Pay Order, along with a copy of valid PEC license, must be submitted to the Tender Opening Committee on the same day, 1.5 hours before the opening of bids, i.e., by 12:30 PM on April 21, 2025.

4. Bid Opening:
   After uploading bids on the website, contractors may attend the office of the Superintending Engineer, Highway Circle, Gujranwala on April 21, 2025, at 02:00 PM, where all bids will be retrieved, downloaded, and quoted rates will be announced in the presence of the Tender Opening Committee.

5. Fake Information:
   Any submission of fake information or documents (e.g., CDR/Pay Order) will result in the disqualification of the contractor/firm from the current tendering process, and the firm will be blacklisted from participating in future tenders. The matter will also be referred to PPRA and PEC for further action.

6. Quotation Requirements:
   As per PPRA Punjab Circular No.L&M(PPRA)10-1/2011/008595, dated 11.10.2024, bidders must quote rates for each item as well as the total amount for each item, along with the grand total. Quoted rates above or below the approved/estimated cost will not be considered.

7. Bid Security:
   Contractors are required to furnish bid security as per PPRA Rule-27.

8. Rejection of Bids:
   The procuring agency may reject all bids or proposals at any time prior to the acceptance of a bid or proposal, in accordance with PPRA Rule-35.
