The C&W Division Malakand, Government of Khyber Pakhtunkhwa invites Electronic Bids from eligible firms/contractors as per KPPRA Procurement Rules 2014 (amended up to 10-05-2022), using the Single Stage Single Envelope Procedure for the following works:

Mandatory Documents to be Submitted with the Bid:

Proof of registration with Pakistan Engineering Council (PEC), relevant category, duly renewed for the current year.

Proof of registration with Khyber Pakhtunkhwa Revenue Authority (Active Tax Payer List) under the Finance Act 2013.

Photocopy of CNIC.

Affidavit declaring no default/blacklisting or litigation with the department.

Joint Venture (JV) agreement (if applicable).

Proof of asphalt plant ownership or work agreement on prescribed format (physical verification before issuing of LOA).

Complete bidding documents, duly signed.
General Terms and Conditions:

Bid Solicitation Documents and Instructions to Bidders can be downloaded from the C&W website or obtained from the office till one day prior to closing date with a cost of Rs. 3000 (as per KPPRA rules).

E-bids must be submitted according to KPPRA Notification No. SOR(13)/Vol:1-24/2021-22 dated 10.05.2022.

More than 20% below bids must be accompanied by detailed rate analysis and/or required additional security.
-
If rate analysis is unsatisfactory, the bid may be declared non-responsive.
-
Bid Security in the form of CDR must be submitted electronically along with the e-bid.
-
In case of a tie between bidders, the winner will be decided by a toss.

A non-refundable bidding entry fee (0.03% of estimated cost) in the form of Call Deposit must be submitted (in original).

The bid security of the 1st, 2nd, & 3rd lowest responsive bidders will be retained until approval by the competent authority.

Details of the firm's past similar projects undertaken in the last 5 years (with work orders/completion reports).

Bank balance certificates for the last 3 years.
-
Income Tax Certificate/NTN showing tax payments for executed works/projects in the last 3 years.

Technical Staff details for the proposed project, with attested credentials.

Undertaking on stamp paper declaring no disputes with any department.

The procuring entity may reject any or all bids at any time prior to bid acceptance.

Bids must be delivered via courier as per the specified date, time, and venue.

Non-compliance with the bidding documents will result in the bid being non-responsive.

Submission of forged or misleading documents will lead to disqualification and legal actions.
