Punjab Irrigation Department invites tenders for the following works under the Single Stage–One Envelope bidding procedure. The tenders are open to engineering firms/contractors licensed by the Pakistan Engineering Council (PEC) with the CE-04 code, and are to be submitted on an item rate basis under the 1st Bi-Annual Market Rate System (valid from 1st January 2025 to 30th June 2025) for District Kasur/Non-Scheduled Rates, as approved by the Competent Authority, in line with the PPRA e-Tendering System and e-Punjab Acquisition and Disposal System (EPADS), as per the relevant PPRA Rules, 2014 (amended to date).

Work Details

Eligibility Criteria

1. Registration with Punjab PPRA: Contractors/firms must be registered on the Punjab PPRA website (www.ppra.punjab.gov.pk). Registration details can be found on the EPADS website: 

2. PEC Registration: Contractors/firms must be registered with the Pakistan Engineering Council (PEC) with the specialization code CE-04.

3. Required Documentation: Along with the bidding documents, contractors must attach the following:

   • Valid PEC registration for the year 2024-25.

   • Government receipts for professional tax payment.

   • CNIC.

   • Enlistment/renewal fees and registration with the Punjab Revenue Authority (PRA) for the year 2024-25.

Submission of Earnest Money

4. Contractors must upload the earnest money in the form of a Bank Guarantee or Call Deposit Receipt (CDR) from any scheduled bank in Pakistan, in favor of the Executive Engineer, Pandoki Canal Division, Lahore.

5. The original CDR/Bank Guarantee and an attested copy of the PEC registration license must be submitted to the Tender Opening Committee at the office of Superintending Engineer, Depalpur Canal Circle, Lahore by 19.04.2025, at 02:00 PM.

6. Non-submission of earnest money by the due date and time will result in disqualification of the bid.

Bid Submission Process

7. Electronic Submission: All bids must be uploaded on the EPADS website. Manual bids submitted in person or through other means will not be entertained.

8. After uploading, contractors/firms must attend the bid opening at the office of Superintending Engineer, Depalpur Canal Circle, Lahore, on 19.04.2025 at 02:30 PM, where all bids will be opened and the successful bidder will be announced in the presence of the Tender Opening Committee.

Additional Requirements

9. The successful bidder must submit a Performance Guarantee of 10% of the contract amount, in accordance with Clause-56 of PPRA Rules, 2014 (amended).

10. Bidders must provide complete and detailed rate analysis, summary, and sub-summary in the financial bid. Any incomplete bids will be deemed non-responsive.

11. Site Inspection: Bidders must inspect the site and familiarize themselves with the conditions, as the successful bidder will be required to start work immediately after receiving the acceptance letter.

12. Agreement: The successful bidder will be required to sign an agreement with the Executive Engineer, Pandoki Canal Division within 15 days of receiving the acceptance letter.

13. Performance: The successful bidder must strictly adhere to the approved schedule and bear the cost of field tests to ensure quality control during the execution of work. Failure to adhere to the schedule may lead to compensation claims as per the contract terms.

14. Payment: Payments will be made based on actual work done, as certified by third-party monitoring agencies (e.g., NESPAK-RHC JV).

15. Dispute Resolution: In case of a dispute, the matter will be referred to the Superintending Engineer, Depalpur Canal Circle, Lahore. Their decision will be final and binding.

16. The successful bidder has no right to claim interest due to delays in payments caused by the non-receipt of funds on time.
